My dog has been mopeing around today and I've noticed he has a stuttering inhale but then a normal exhale. I've also detected a hard lump at the base of his penis and he urinates in spurts when I take him out. He hasn't touched his food today but I have heard him drinking. He is a cocker spaniel mix and is fixed.
