my 11 year old keeshound is having seizure, she is on medication and i chose not to have the surgery. When is it to much for her and should i have her put to sleep?

Oh dear a tumor that is hard.
If the meds help control the seizures and she has most of her time feeling pretty good then for me it wouldn't yet be time.
I try to see how good the dog's life is. I ask myself if the dog still has mostly good time in its day, if it can do things it likes to do, if I can keep it comfortable or not, if the dog appears mostly happy or mostly sad and mopey.
I will put up with inconvenience on my part if the dog is good but if the dog is not having a good time in its life, or is in pain I can't control I try not to keep the dog just because of my own feelings. So I try to be fair from the dog's point of view.
Its never an easy decision on when to part with an old friend.

If it was not caused by a brain tumor then that would be another possibility. If you'd like to read up on epilepsy in dogs this site really covers lots of things from causes to medications etc.

If you still know your dog's breeder it might be worth telling them. They might know if other dogs in the litter had similar problems.
Keeshonds usually live to be 12 – 14 years on average and as with any average some will be below that and some above.
