my cats tounge is hanging ou this started today he is drooling a bit and he wont eat or drink and wont walk around much

It sounds like he could have a sore in his mouth either from an infection like herpes virus or calici virus or he may have something sharp stuck in his hard or soft palate or even thread wrapped around his tongue. He might have a tooth infection causing this too. This could even be from nausea as cats often drool when nauseous and that could be from hairballs if he is not getting hairball rememdy regularly.
Whatever it is this sounds like he is really feeling ill. I think you should see a vet with him as he is not eating or drinking. You should review how sick he seems to you and then decide if you want to see the emergency vet today or wait until your vet is open on Monday.

You may find you can get some fluids in him by using an eye dropper or syringe to squirt some in the side of his mouth.
The sore may need veterinary attention to resolve. He may need antibiotics or supportive care such as fluids if he can't eat or drink.
You can see if he will lick up some babyfood meat such as chicken or turkey etc as that might be soft enough to not bother his sore tongue much.
But I think you need to plan a vet visit for him to help him get better.

If he'll lick up some mushed up tuna and juice then my feeling is some food and fluid is better than none!
