Any time the eyes are involved I urge owners to seek the attention of a vet as there are so many things that can be taken care of if caught early enough. Sometimes they will get a few black specks but to have it engulf the entire eye is not normal. Please have a vet take a look at it to rule out anything that could cause blindness if not taken care of.

There is something called Corneal Sequestrum- which is common in Persians . Iris Melanoma (also pictured) may be a possibility as well- probably moreso than the other. I have attached a link with pictures so you can take a look at it. It is hard for me to say since I cannot see your cats eye for myself. It may be totally normal but you will not know unless you have a vet take a look at it. I have seen a lot of cat get spots like this but not to the degree you are stating.
