Kittens cannot digest cow's milk. This is probably the problem they are experiencing. Your friend needs to stop the milk immediately. KMR, Esiblac or Mothers Helper are products designed for kittens. Since they are so little, they really need some supportive care - be taken off of food for a minimum of 12 hours and possibly given sub-q fluids to prevent dehydration. If she can, she can give them children's Pedialyte instead of water for the next 24 hours and tomorrow morning put them on a BLAND diet of Gerber Baby Meat (chicken or turkey) or boil a chicken breast and white rice and run it through a blender with the chicken broth and some plain unflavored yogurt. Once they seem back to normal, she can start introducing the regular canned food back into their diet.
These kittens REALLY need to see the vet - especially the one(s) that are staggering as this does not sound good. If the vet tells her to put them on a bland diet - she has one to use now. Please let me know how these babies doe.
