My new kitten has sounded congested and nose runs ...

My new kitten has sounded congested and nose runs clear. The first vet thought it was an allergy, and treated her with cortisone. She had no signs of sickness or a fever. There were no changes. The second vet did chest Xrays and saw ahe was normal and healthy, but saw a tiny amount of fluid around her lungs, and treated it as an upper respiratory infection. I've been force feeding her anyibiotics 2x a day for 10 days, and she sounds no better, I've even experimented with different foods in case she had a food allergy, but no change. What should I do? Her nose is just always wet,but not runny, and her purr just sounds congested. Other than that, she runs at lightning speed, eats and drinks good, and shows no other signs of illness. What should I do?

Already Tried:
A shot of cortisone, lster antibiotics for 10 days. SHe just got her 1st distemper and rabies. I wipe her nose gently with Puffs plus. I used a humidifier to help decongest, and even put some eucolyptis oil in the air to maybe help her get it out.
