how to deal with mean cats

My mom’s cat growls, hisses, and swats at almost everyone. My mom hits her in response to these actions, and I think that just makes her meaner. The cat is about 2 years . . . if my mom stops hitting her, do you think over the cat would stop her mean behavior?
