My male cat has clumps of matted hair all over his body ...

My male cat has clumps of matted hair all over his body right down to the skin. He can't be combed at all due to all the hair being matted solid together. The hair feels oily-like and I don't know what to do for him. I've never had this happen to any of my cats before. I've tried cutting the clumps out but it's too close to his skin. What can I do?
