i have a cat about 2 years old he cant poop or pee and now ...

i have a cat about 2 years old he cant poop or pee and now he cant walk for long his back legs gives out. i dont have money for a vet and i was wondering if i could or how do i get him to pee or poop?and it seemed to start around 12p today and he is trying but he just cant.
