I have a cat who's center pads on her front ...

I have a cat who's center pads on her front feet are soft and swollen. Her hind feet are not affected. She has not gotten into any chemicals nor has she burned them on anything. Her front pads have been this way for several months. The vets I have taken her to are at a loss for a reason. The first time they see her they say it appears to be blistered, however weeks later when their is no change they don't know what to do.
