I now have possession of my daughters cat, a silver ...

I now have possession of my daughters cat, a silver persian, it is severely matted. She is a mean thing, and won't let me touch those spots. Is there anything I can give her so I can shave her down to get rid of these massive matted spots on her? A cat groomer is really hard to find and not cheap either.
Any help would be greatly appreciated.
