Cats may develop various skin conditions due to certain causes.
From your description, I can offer some possibilities, but ultimately, your cat will have to be evaluated by the vet to get a definite diagnosis as to what this 'growth' on his face is. After diagnosis, the proper treatment will be provided.
What you're seeing may be a papilloma or wart: These grow out from the skin and look like warty growths or pieces of chewing gum stuck to the skin. They're not painful.
If there's more than one dry, scaly bump or a cluster of bumps, this may be miliary dermatitis.
