Male cat having difficulty in the litter box. Not sure if he's having problems urinating or defecating.   He basically stands in the pan for several minutes.

Its very likely he has a urinary tract problem as they are common in male cats. He might have swallowed string, plastic or some other non food item or be constipated too.
In any case he needs to see a vet.
If he has a blockage of either urine or stool they can be life threatening.
You can read about lower urinary tract disease here

The more serious blockage here

and megacolon here

I'd get him in to see the vet as soon as you can.
Hope this helps you!

Reply to nholmes's Post: He has been playing with toy mice made from colored material that may be some type of animal hide and he chews them up a lot, could this be a problem with the bowel and should I stop him from having any more of them?

Reply to nholmes's Post: Thanks for the info. Made an appt for this P.M. and hope that it is nothing serious. He's one of four littermates that were born to semi-feral parents at a local steel mill and a friend of the family rescued from a co-worker who was planning to kill them. This was about 4 years ago.

Reply to nholmes's Post: Yes, he is bigger than the other three. One is a runt and she is very pretty and knows it. They are all below average in size, but full of life. I call them the "Four Horsemen of the Apocalypse." I have a very old lady who I also took in about 10 years ago, so it tends to be a madhouse in my house. I do not let any of them go outside.
