My 9 year old cat seems to be having trouble meowing ...

My 9 year old cat seems to be having trouble meowing recently. He had oral surgery a few months ago and has developed a bad odor to his breath again since his last teeth cleaning. Is this something I should have checked right away? What could be causing the meowing trouble.

Does he have any difficulty eating or drinking?

Any vomiting?
