My cat has been having a problem with fleas I bathed her ...

My cat has been having a problem with fleas I bathed her and put a flea collar on her I also used the flea treatment that comes in tube and goes between her shoulders I did not do it all at the same time over a 3 week period and she is still scraching herself and there are no signs of fleas. Her fur is coming out and she has spots around her neck and other parts of her body that are bleeding from her scraching. I have removeed the flea collar what else can I do for her.
