Cat skin/fur question

My cat has patches (some very large) of clumpped hair on his back. These feel solid to the touch and I can't get a comb through them. There is a white dandruf like quality associated with these clumps. I cut them off of him, but they soon return. He is a male cat, about 3 years old. Primary diet is dry food, supplimented occassionally with moist food. Other than his back twitching, he doesn't appear to have discomfort. I'm not sure what this is or how to rid him of it. He wont let me pick him up (so a bath is out of the question) and he fears noise (clipping him with pet clippers not an option). Any guidance you can give would be appreciated. Thank you for your time.
