Reply to RGK's Post: He is a grey tiger. The spots are not raised. He is acting normal.

If the spots are not raised or bumpy, it's probably just the cat equivalent of freckles. They are called "lentigo simplex" and often occur on the lips, nose, gums, and occasionally eyelids. They are most common in orange cats but can occur in cats of every color.
You can monitor the spots for changes in texture or size and contact your veterinarian if these things are noted. Otherwise it's no cause for concern.

Reply to RGK's Post: Actually I checked his nose again and they do feel a bit different than the pink parts of his nose, almost like a callus.
