What can I give my 15 lb cat to relieve ...

What can I give my 15 lb cat to relieve constipation? He keeps trying to go, and has tried for 2 days now. He is becoming dehydrated so I would like to get something done ASAP! Of course, it is after hours for my local vet and I just get an answering service. Anything you can suggest I will try.

mineral oil
salt
sugar
raw chicken or other meat you could boil
canned cat food
