We were given a cat that had hair loss on the back ...

We were given a cat that had hair loss on the back legs. We took her to a vet that did blood work that came back fine... He then gave her a shot thinking it was from stress. The hair grew back almost completely but then she started to lose it again. We had another shot given to her and the hair came back but again is going away again and this time it seems worse. What could be the cause of this? She seems to be extremely agitated and skitish also. I don't want to keep injecting her with these shots if they are not helping. I read something that if a cat has mites and they get a shot for stress that this can only intensify the mites. She licks the spots a lot and bites only a little but there isn't any marks on her. I have never seen a flee on her or in our house. What could be the causes? cures?
