We have a cat that comes around the house that looks like ...

We have a cat that comes around the house that looks like he has an owner, but recently we have noticed ha has an eye problem. One eye is losing hair around it, swelling shut, seems to be glossing over and today there is some bleeding. Any ideas? Is this contagious to our cats?
