Cat with matted fur

I think my cat jumped into a bucket of used motor oil. I bathed him 3 times with Dawn dish soap, but his fur is exptremely long and VERY thick. Now he has the worst nots all along his legs and underside that I've ever seen. Who should I call? Should I try shaving him? Could he be sick? He's acting like he is.
